Associate Awards
Associate Awards are cooperative agreements or grants, which
USAID Missions or
regional bureaus develop with the "Leader" of a Leader with
Associates (LWA) cooperative agreement. Currently, ACCESS has
three associate awards: the
ACCESS-FP Program, ACCESS-HSSP in Afghanistan and
the
ACCESS/Cambodia Program.
Since the Leader has already secured the grant or cooperative
agreement via a competitive process, Missions can create their own agreements
with the Leader without going through a competitive (or sole source
justification) process. Moreover, the Mission has full control over the
development and management of the Associate Award.
Missions interested in accessing Associate Awards should contact
Jhpiego, which is the Leader implementing agency, or the Washington-based
Cognizant Technical Officer (CTO). The process is as follows:
- Missions should develop a SOW for the technical
assistance they need
- The Mission can contact Jhpiego to discuss the scope
of work and to determine who on the Program is best placed to perform the
scope of work
- Please take into consideration pre-award costs if
the Mission would like an assessment trip to the country before/during SOW
development
- Once complete, the SOW is forwarded to the
Washington-based CTO for review and approval
- Once the SOW is approved by the Washington-based
CTO, the Missions’ Contracting Officer can issue a Cooperative Agreement/Grant
to Jhpiego; Jhpiego will develop sub-agreements with appropriate ACCESS
partners for the SOW
- Associate Award numbering is independent of the
Leader award number; Bureaus of Missions shall assign their own
Associate Award numbers
- ACCESS will implement the SOW as specified in the
Associate Award, and will submit all project reports directly to the Mission
