About the LWA Cooperative Agreement
ACCESS has on-demand capability to respond to
mission-requested targets of opportunity for priority women’s health problems
including but not limited to family planning, prevention and treatment of
cervical cancer, sexually transmitted infections and HIV/AIDS.
These activities will be funded primarily through field support or
Associate Awards although a limited core set aside will be made available for
priority needs. ACCESS was developed as a "Leader with Associates" (LWA) Cooperative
Agreement. Under this LWA, ACCESS is the "Leader" and Mission and USAID Regional
Bureaus can access the project through either the traditional field support and MAARD
mechanisms or through stand-alone Associate Awards.
Associate Awards are cooperative agreements or grants, which
USAID Missions
or regional bureaus develop with the "Leader." The "Leader" is the lead organization
which successfully competed for the LWA, and which is primarily responsible for
implementation of the project under the LWA. Jhpiego is the leader for ACCESS.
Since the Leader has already secured the grant or cooperative agreement via a
competitive process, Missions can create their own agreements with the Leader without
going through a competitive (or sole source justification) process. Moreover,
the Mission has full control over the development and management of the
Associate Award.
The Associate Award mechanism offers the following advantages to
the field:
- The Scope of Work for an Associate Award is
developed by the Mission, and reflects Mission (rather than USAID/W) priorities
and objectives
- The Mission developed SOW must be approved by the
Washington-based CTO of ACCESS to ensure that the scope of work falls within
the SOW of the Leader Award
- The CTO for a Mission-awarded LWA is based in
the Mission
- The LWA grantee submits all program and financial
reports directly to the Mission
- The Associate Award has its own period of
performance
- The Associate Award can extend 5 years beyond
the end of the Leader Award and a Mission can construct multiple Associate
Awards within a total 10-year framework
- All Associate Awards must be awarded
before the expiration date of the Leader cooperative agreement
- The Associate Award grantee is subject to the
Standard Provisions of the Leader Award
- A Mission has the option to either
include by reference all Standard Provisions of the Leader Award or modify
the Provisions through the Schedule of the Associate Award
- There is no ceiling on the total amount of
funding support that Missions can provide under an Associate Award
- The Associate Award may include any or all of the
Substantial Involvement factors included in the Leader agreement
